This Broker and Licensing Disclosure (the “Disclosure”) is provided by Sergei Nesterov, LLC, doing business as Averon Insurance (“Averon,” the “Company,” “we,” “us,” or “our”).
This Disclosure explains Averon Insurance’s status as an insurance broker, the nature of the services provided, licensing information, relationships with insurance companies and platform partners, and the principles governing broker compensation.
This Disclosure should be read together with the Terms of Service, Privacy Policy, GLBA Privacy Notice, and other Averon Insurance documents applicable to a specific product or communication channel.
Averon Insurance's Status as an Insurance Broker
Averon Insurance is a licensed insurance broker / insurance agency, and not an insurance company (insurer). Averon Insurance does not issue insurance policies, assume insurance risk, make decisions on insurance claims, or act as a party to the insurance contract between the client and the insurance company.
Averon’s role is to assist clients in reviewing, comparing, selecting, and applying for insurance products offered by independent insurance companies and, where applicable, made available through authorized platforms or government marketplaces.
The insurance contract is entered into directly between the client and the applicable insurer. The final coverage terms, premium, limits, exclusions, deductibles, policy period, and other material terms are determined by the insurance policy documents and the rules of the applicable insurer.
Scope of Broker Services
Averon Insurance may provide clients with the following services: general information about insurance products; assistance in identifying potential coverage options; comparison of insurance company offerings; assistance with preparing and submitting applications; support in communications with insurers and platform partners; and client support during certain stages of policy enrollment and servicing.
Depending on the product, Averon Insurance’s services may relate to health insurance, including ACA Marketplace plans, Off-Exchange plans, Medicare, and Medicaid; property insurance, including auto, homeowners, renters, and landlord insurance; life insurance; and supplemental coverage, including dental, vision, accident, and hospital indemnity insurance.
Averon Insurance does not guarantee the availability of any specific product, approval of an application, receipt of a subsidy, the amount of any insurance premium, the continuation of specific coverage terms, or payment of any insurance claim.
Licensing and Limits of Activity
Averon provides insurance brokerage services only in jurisdictions where the Company, its agency, appointed representatives, or other authorized persons hold the required licenses, registrations, appointments, or other authorizations required by applicable law.
Holding a license in a particular state does not mean that Averon Insurance offers all types of insurance, all lines of authority, all products, or all insurance companies available in that state. Actual product availability depends on licensing, appointments, agreements with insurers, marketplace rules, state requirements, and the client’s specific circumstances.
Licensing information may change. Current information is available upon request and may be verified through the applicable state department of insurance.
Representatives and Limits of Advice
Advice requiring an insurance license is provided only by licensed representatives of Averon Insurance or other persons authorized to provide such information in the applicable jurisdiction.
Materials on the website, in the client account, Telegram bot, CRM portal, email communications, and other channels may be informational and educational in nature. They do not replace individualized advice from a licensed insurance professional where such advice is required by applicable law or by the client’s circumstances.
Averon Insurance does not provide legal, tax, investment, immigration, or medical advice. Clients are encouraged to consult appropriate professional advisors regarding matters outside the scope of insurance brokerage support.
Relationships with Insurers and Platform Partners
Averon Insurance may interact with insurance companies, general agencies, marketplaces, platform partners, and other participants in the insurance infrastructure to obtain quotes, submit applications, enroll policies, and support clients.
Averon Insurance may not represent all insurance companies available in a given jurisdiction and may not be able to offer every product available in the market. Offers presented to a client are based on products available to Averon Insurance, information provided by the client, insurer requirements, and applicable rules.
For health insurance, certain enrollment stages may be carried out through Health Sherpa, the Centers for Medicare & Medicaid Services, the ACA Marketplace, or other authorized platforms. When a client moves to a third-party website or platform, the rules, terms, and policies of that third party apply.
Compensation Disclosure
Averon Insurance may receive commissions, bonuses, contingent compensation, overrides, referral compensation, administrative compensation, or other compensation from insurance companies, general agencies, platform partners, or other participants in the insurance market in connection with the enrollment, renewal, support, or servicing of insurance products.
In most cases, such compensation is paid by the insurer or another partner and is not paid directly by the client. However, the amount and structure of compensation may vary depending on the product, insurer, state, amount of coverage, policy term, and other factors.
If applicable law requires additional disclosure of the amount, source, or nature of compensation for a specific product, Averon Insurance will provide such disclosure to the extent required. The client may also submit a written request for additional information regarding compensation associated with a specific policy.
ACA Marketplace, Subsidies, and Government Programs
When providing services related to the ACA Marketplace, Averon Insurance may assist clients with gathering information, evaluating available options, preparing an application, and interacting with authorized platforms. Decisions regarding eligibility for the premium tax credit, cost-sharing reductions, Medicaid, CHIP, a Special Enrollment Period, or other programs are not made by Averon Insurance, but by the applicable government agencies, marketplaces, or authorized administrators.
Any preliminary estimates of cost, subsidy, or plan availability are based on information provided by the client and may change after data verification, changes in income, household composition, address, immigration status, program rules, or other circumstances.
The client is responsible for providing accurate, complete, and current information necessary to submit an application and maintain the accuracy of information throughout the coverage period.
Payments, Premiums, and Insurance Claims
Averon Insurance does not accept or process insurance premiums on behalf of clients unless expressly stated in a separate written notice. Insurance premium payments are usually made by the client directly to the insurer or authorized platform.
Averon Insurance does not make decisions on claims, determine the amount of insurance benefits, guarantee coverage for any specific event, or control the insurer’s internal claims handling procedures.
All matters related to premium payments, grace periods, policy cancellation, reinstatement of coverage, claims, appeals, and benefits are governed by the documents of the applicable insurer and applicable law.
Limitation of Warranties
Averon Insurance strives to provide accurate and current information; however, it does not guarantee that all information available through the Services is always complete, current, or applicable to a client’s specific situation.
Information regarding products, premiums, subsidies, plan availability, and coverage terms may change without prior notice for reasons outside Averon Insurance’s control, including decisions of insurers, marketplaces, government agencies, or changes in law.
In the event of any conflict between information provided by Averon Insurance and the official documents of an insurer, marketplace, or government agency, the official documents of the applicable insurer, marketplace, or government agency control.
State-Specific Disclosures
Requirements for broker status disclosures, licensing disclosures, appointments, compensation disclosures, advertising disclosures, and other notices vary by state. Depending on the client’s state of residence, type of insurance, and specific product, additional disclosures may apply.
If the law of a particular state requires a special notice, disclosure form, license number, appointment status, or other information, such disclosure will be provided in addition to this document.

License Verification and Contacting a Regulator
The client may request current licensing information from Averon Insurance, including license number, state, line of authority, and applicable status. The client may also verify license information through the insurance department of the applicable state or through available public registries, where such registries apply.
Complaints related to Averon’s insurance activities may be submitted to the insurance department of the applicable state. For clients in the State of Texas, that authority is the Texas Department of Insurance.
Submitting a complaint to a regulator does not limit the client’s right to contact Averon Insurance directly to resolve questions related to services, licensing, compensation, or other aspects of the relationship.
Changes to This Disclosure
Averon may update this Disclosure periodically to reflect changes in licensing, the list of states, available products, relationships with insurers, applicable legal requirements, or the Company’s actual practices.
The last updated date is indicated at the beginning or end of the document. Continued use of the Services after publication of an updated version means that the client has been made aware of the current version of the Disclosure to the extent such notice is permitted by applicable law.
